Since 1992, Tidewater Utility Construction, Inc. has delivered heavy-utility projects that keep Hampton Roads and Central Virginia running. What began with one crew and a single excavator now fields more than 120 craft professionals and a self-perform fleet that installs, rehabilitates, and paves critical water, sewer, and storm-drain infrastructure.
Our Story
Tommy Adkins Jr. launched TUCI to offer municipalities a contractor that finishes on time, stands behind its work, and treats people right—whether they sign the checks or handle the shovels. Three decades later, those values still direct every bid we submit and every trench we close.
- 1992 – TUCI incorporated in Suffolk, VA, completing its first HRSD emergency repair.
- 2000s – Added Richmond office; grew capabilities to force mains, large-diameter water, and slip-lining.
- 2020s – Introduced in-house asphalt & concrete paving division, shortening restoration schedules for clients.
